計劃簡介
任何年齢人士都可能會成為網絡欺凌的受害者。在網上發佈惡意訊息能迅速廣泛流傳,並難以完全清除,而受害人亦未必能即時澄清或防備。在網絡欺凌造成的傷害,總是被一螢幕之隔的人所忽略。

為讓公眾認識及關注網絡欺凌的禍害,香港東區崇德社與香港青年協會賽馬會Media 21媒體空間攜手合作,舉辦網絡清「凌」: 向網絡欺凌說不‧短片製作比賽2022/23,邀請全港中小學生及公眾人士,製作有關杜絕網絡欺凌的短片,向社會大眾講解有關網絡欺凌出現的形式、負面影響及處理方式,推動網絡上關愛及互相尊重的文化,就網絡欺凌的問題起防微杜漸之效。

計劃目的
提升公眾對網絡欺凌的認識及關注,並培養正確使用互聯網的態度——關愛及尊重。
Introduction
Anyone can become a victim of cyber bullying. Malicious information posted on the Internet can spread far and wide at an instant and it is difficult to be deleted completely. The immediacy of the spread makes it hard for victims to defend for themselves or take precautions. The harm caused by cyber bullying is always ignored by computer or mobile phone users.

To raise public awareness of the harms of cyber bullying, Zonta Club of Hong Kong East and the Hong Kong Federation of Youth Groups Jockey Club Media 21 jointly organise “Say NO to Cyber Bullying Video Competition 2022/23”. Primary and secondary school students and members of the public are invited to produce videos on putting a halt on cyber bullying. The videos are suggested to show the public the various forms of cyber bullying, its harmful effects and how it can be handled to help promote a culture of care and respect on the Internet and to prevent cyber bullying.

Aims
The competition aims to increase public awareness and knowledge about cyber bullying, and to cultivate proper use of the Internet – be caring and respectful.

Participating teams may consider making videos with the following themes. They may also come up with their own themes.


1. 認識不同形式的網絡欺凌
1. Learning about the different forms of cyber bullying
讓短片觀眾理解不同形式的網絡欺凌行為,提升自覺,以免成為網絡欺凌者
By showing the different forms of cyber bullying, it is expected the video will enhance audiences’ awareness and prevent them from becoming victims of cyber bullying.
小資訊:

網絡欺凌指透過任何形式的網絡或通訊平台而對他人作出的欺凌行為 (不論是電郵、網頁上的圖像、音頻或文字訊息、網誌、聊天室、討論區、在線遊戲、網絡、流動電話或其他通訊科技平台)。

例子:

騷擾

重覆地傳送出惡意,
刻薄並帶攻擊性的信息


排擠

批判別人個人觀點及價值觀,其中包括
言語暴力或甚至進行杯葛行為,
俗稱「公審」


洩密

披露他人在現實世界的身份,
如真實姓名、就讀學校、相片、
住址或工作地點等,俗稱「起底」

誣陷、假冒他人,惡意改圖,

Tips:

Cyber bullying generally refers to bullying that involves the use of email, images, audio files or text messages sent to web pages, blogs, chat rooms, discussion forums, online gaming network, the Internet, mobile phone, or other information and communication technology platforms.

Examples:

Harassment:

a constant pattern of malicious messages sent with the intention to attack someone


Exclusion:

criticizing others’ views and values, using verbal violence and boycotting, commonly known as “public trials”


Doxing:

disclosing someone’s real life identities, such as real name, school, photos, home or work place addresses


Smearing /
Blame shifting:

slandering, impersonating others, manipulating photos with malicious intent and false caption


Trickery:

Befriending and gaining the trust of someone and then sharing secrets or embarrassing information of that person

讓短片觀眾了解網絡欺凌的對受害人的負面影響,並增加同理心
The video will show the harmful effects of cyber bullying on victims and to increase empathy among the audiences.

生理:頭痛、胃痛、失眠、食慾不振、心跳加速、呼吸困難

情緒:感到無助、焦慮、憤怒、厭煩、羞辱或自責

社交:遠離朋輩,孤立自我

行為:社交畏縮、遠離網絡、備受杯葛、對人缺乏信任
現實及網絡同樣需要關愛及尊重他人。我們希望別人怎樣對待我們,我們也該如何對待別人。
做個負責任的網民,注意個人網絡言行,在網上發表意見前,思考對自己、當事人及社會的影響,拒絕助長欺凌。
Tips:

Victims of cyber bullying may experience:


Physiological: Headache, stomach pain, insomnia, loss of appetite, rapid heartbeat, shortness of breath

Emotions: Feeling helpless, anxious, angry, agitated, humiliated or feeling of self-blame


Social: Isolating oneself from friends

Behaviors: Social withdrawal, giving up access to the Internet, being excluded, lacking trust in people

Whether it is in real life or online, we need to care for and respect others. We should treat others the way we want to be treated.
Be a responsible netizen. Pay attention to your online behavior. Think about how you, the other party and society will be affected before expressing your views. Do not encourage bullying.

若受害人是你的朋友:
若目睹網絡欺凌事件,旁觀者可嘗試阻止欺凌事件發生及支援受害人
鼓勵受害人向家人、父母及師長求助,避免於網上群組回應或反擊
關心及陪伴受害人


若你是網絡使用者:
不要隨便相信網上良莠不齊的資訊,應該加以求證
不胡亂發言批評對方,不要轉發欺凌事件相關訊息
阻止欺凌資訊發佈或散播,向網絡管理員檢舉欺凌資訊
在網絡上以理性及和諧的方式討論

<受害人>


心態上:
如受到網絡欺凌,不應獨自面對,建議尋求協助。
網上欺凌者當下有機會是非理性的,拒絕作出回應或與對方爭辯,可避免引發更多欺凌訊息。
保持冷靜,遠離網絡欺凌平台如討論區、聊天室、社交通訊程式等,靜下來處理情緒。


即時行動:
不急於回應欺凌訊息:不作回應可避免對方再度追擊。
暫停接收欺凌訊息:大多數社交網站及即時通訊程式都有容許用戶攔阻他人聯絡他們或在其帳戶張貼評論的設定。


求助:
有關侮辱性的言論:適當時向互聯網服務供應商或網絡管理員舉報欺凌資訊,要求刪除不當言論,侮辱性的內容可能違反其可接受的使用政策,須被移除。

有關刑事恐嚇:如張貼的訊息含有刑事成分例如刑事恐嚇,或涉及民事過失例如誹謗或可導致傷害的造假消息,可以考慮報警或徵詢法律意見。

有關不當收集及使用個人資料:如網絡欺凌活動涉及不當收集及使用個人資料,可向個人資料私隱專員公署作出投訴。


保留證據:
如發放訊息的人士身份不明,應儲存有關訊息,這或許有助提供線索追查犯事者。
Tips:

<Bystander>


If you are a victim’s friend:
If you witness a friend being cyber bullied, try to stop the bullying and support the victim
Encourage the victim to seek help from family members, parents and teachers
Avoid responding or fighting back in online groups
Care for and keep the victim’s company


If you are an Internet user:
Do not believe everything on the Internet. You should verify the information
Do not criticize others indiscriminately
Do not forward information about bullying incidents
Stop the publication or dissemination of information of bullying incidents
Report any bullying incidents to network administrators
Discuss with others online rationally and in a civilised way

<Victim>


Mentality:
If you are being cyber bullied, you should not deal with it by yourself. Instead, you should seek help.
When cyber bullying is taking place, the bullies may be irrational. Refrain from responding or arguing with them. This may avoid receiving further bullying messages.
Stay calm and keep away from the online platforms where cyber bullying take place such as discussion boards, chat rooms, social messengers, etc. Clear your head and deal with your emotions.


Immediate Action:
Do not rush to respond to bullying messages: Not responding may prevent the other party from coming after you.
Stop receiving bullying messages: Most social networking sites and instant messengers include settings that allow users to prevent people from contacting them or posting comments on their accounts.


Seek Help:
Abusive remarks: Report them to your internet service provider or network administrator. Request the removal of the remarks. Abusive content may violate the policy of your internet service provider or online platform and must be removed.

Criminal intimidation: If the posted message contains criminal elements such as criminal intimation, or civil negligence such as defamation or disinformation that may cause you harm, you may consider calling the police or seeking legal advice.

Improper collection and use of personal data: If cyber bullying involves the improper collection and use of personal data, you may lodge a complaint with the Office of the Privacy Commissioner for Personal Data.


Keep the evidence:
If the identity of the message sender is unknown, save the message as this may provide clues to trace the perpetrator.

  • 影片簡介(小學組限100字內,其他組別限300字內)
Complete the entry form and upload the video on this page on or before 23:59, 30 April 2023.All entering teams need to provide:

  • Title of the video(Not more than 15 words)
  • An introduction of the video (Not more than 100 words for Primary Students group. Not more than 300 words for other groups)

內容: 以拒絕網絡欺凌為主題,拍攝不多於5分鐘的短片,內容須帶出正面訊息
形式: 不限 (劇情故事、訪問、資訊分享等)
作品長度: 5分鐘內
規格: 拍攝器材不限,唯影片解像度必須為720p或以上;畫面比例 16:9
其他要求: 作品語言可選廣東話、英語或普通話,但必須附有中文或英文字幕。
Content: To make a video of not more than 5 minutes with positive messages about saying NO to cyber bullying.
Forms: Any (drama, interview, information sharing, etc.)

比賽細則
Rules and Regulatioins
  1. 參賽作品不能含有淫褻或不雅的內容,並且不可包含人身攻擊、誹謗、個人/商品/宗教/政治宣傳的成分或任何違法內容,否則主辦機構保留取消有關參賽作品的資格。
  2. 所有參賽作品均須為參賽者之原創作品及並無侵犯他人的權益 (包括但不限於版權)且從未以任何形式於媒體、公眾場合或其他比賽展示或發表,亦不可在本比賽結束前參與其他同類型比賽,否則相關作品會被取消參賽資格。
  3. 參賽作品提交後,版權屬主辦機構 (香港東區崇德社) 擁有。主辦機構有權編輯及使用任何參賽作品,在任何媒體作刊載、宣傳或展覽之用,當中包括但不限於網上平台、刊物、印刷品、影片及多媒體製作等,而毋須通知參賽者或向參賽者支付任何版權費用。
  4. 短片的混音和配樂須使用正版音樂,或自行創作的音樂。如音樂版權有問題,大會將取消其參賽資格。
  5. 參賽者必須填妥參賽表格,參賽者有責任確保所填報之資料完整屬實。任何不符合參賽資格或違規者,均可能被取消資格而不予以通知。
  6. 參賽者必須清楚明白比賽規則,遞交作品即表示已同意遵守和接納是次比賽所有規則。
  7. 主辦機構保留任何比賽規則及條款、獎項及評審安排之解釋及修訂權利,而毋須事先作出知會。主辦機構所作出之決定為最終依歸。
  8. 為公平起見,主辦機構、評審團及其他與本比賽有關之員工及其直系親屬,均不得參加本比賽。
  9. 比賽結果由獨立評審委員會決定,參賽者對比賽結果不能有異議。
  10. 參賽者不得上載任何違反香港特別行政區法律的資料及內容。
  11. 主辦機構有權不接受任何不恰當或不符合比賽主題和規格的作品。
  1. Entry shall not contain obscene or indecent content, personal attacks, slander, or personal / merchandise / religious / political propaganda or violation of law. The organiser reserves the right to exclude any entry from the competition.
  2. The submission must be the entering team’s own work and does not infringe any third party rights (including but not limited to copyright). It must not have been broadcasted in any media and public places; or shown or displayed in other competitions. Before the competition ends, the entry shall not be submitted to competitions of the same nature or it will be excluded from the competition.
  3. The copyright of a submitted entry is owned by the organiser (Zonta Club of Hong Kong East). The organiser has the right to publicize and exhibit the entry in any form of media, including but not limited to online platforms, publications, printed matters, movies and multi-media productions without notifying the entrants or paying the entrants copyright fees.
  4. All audio content of the video shall be copyrighted or original music. Shall any music copyright disputes arise; the entry will be excluded from the competition.
  5. Entrants must complete the entry form and ensure all information provided to be genuine and correct. Entrants who are not eligible to enter the competition or do not comply with the Rules and Regulations may be disqualified without notice.
  6. Entrants shall read the Rules and Regulations carefully. By submitting an entry, entrants agree to observe and accept the Rules and Regulations of the competition.
  7. The organisers reserves the right to explain and amend the Rule and Regulations, awards and judging arrangement at any time without prior notice. The organisers’ decision shall be final.
  8. Employees and the immediate families of the organisers, judges and any personnel involved in the competition shall not enter this competition.
  9. Decision made by the panel of judges shall be final. Any objection of the entrants will not be considered.
  10. Entrants shall not upload any information and content that violates the Law of the HKSAR.
  11. The organisers reserve the right to exclude any entry considered inappropriate or not in line with the competition’s themes or requirements.
